Just curious as to see if anyone else has had this issue? Have a hamilton 212 in a northriver. Steers easily out of the water or in without the engine running. Once under thrust the steering becomes more significantly resistant. Is this normal? Had the white pump on my other boat. It has completely new steering rack(flotec) and cable. Disassemble the pivot pins clean and apply a light coating of grease at the beginning of each season.

Most likely its the steering cable that is worn.

Hmmm... the only other things I can think of are
- too sharp of a bend in the cable routing.

And sometimes the following can cause issues but it should be also tighter during no load.
- the nozzle is rubbing on the housing (Hamilton has some casting issues a few years back on the 212’s.
- the linkage at the nozzle is flipped over and or the tapered pin is in wrong.

Has it always been hard steering under load, or just since replacing the cable and rack?
